Ghana Scholarships Secretariat to fund 5,000 tertiary students in 2025

The Ghana Scholarships Secretariat has officially launched its 2025 Local Tertiary Scholarships Programme, which will support 5,000 students in the 2025/2026 academic year. Registrar Alex Kwaku Asafo-Agyei announced the programme during a short ceremony in Accra on Wednesday, July 30.
He described the scholarship as a critical step in President John Dramani Mahama’s broader vision to make higher education accessible to all qualified Ghanaians. According to him, this initiative helps lay a stronger foundation for the country’s future by supporting promising students who face financial barriers.
The Secretariat has reserved 2,000 of the total awards for brilliant but needy students already enrolled in public tertiary institutions. Faculty teams will coordinate these awards directly, while a technical unit from the Secretariat will supervise the selection.
In addition, 3,000 awards will be available to the wider public through a national application process. To qualify, applicants must be Ghanaian citizens residing in the country and already admitted into a recognized tertiary programme.
Eligibility depends on the type of institution. Students attending public universities must be in Level 200 or higher, due to the government’s “No Fee Stress Refund” policy for first-year students. However, Level 100 students in private universities and accredited colleges can apply, since they are not covered by the same policy.
The entire process is digital and takes place through the official website: www.scholarships.gov.gh. Applicants must first create an account. After that, they will complete a form with personal and academic details, upload supporting documents, and select a Metropolitan, Municipal, or District Assembly (MMDA) for their interview.
As part of the process, candidates will take a scheduled online test. Those who pass will attend in-person interviews at the MMDA office they selected.
The application window runs from July 30 to August 15. Interviews will follow from August 18 to August 30. Successful applicants will receive notification during the first week of September.
Mr. Asafo-Agyei strongly warned against fraud. He stressed that no one should pay money to apply. The Secretariat has not appointed any third-party agents or consultants, and anyone claiming to help for a fee is acting illegally.

The Registrar ended by encouraging qualified students to take advantage of the programme. “This is about investing in young minds across Ghana,” he said. “If you meet the criteria, apply with confidence—because the process is transparent, free, and fair to all.”
