Paul Adom-Otchere Held After Failing Bail in GACL Contract Scandal

Paul Adom-Otchere, the former Board Chairman of the Ghana Airports Company Limited (GACL), has been detained by the Office of the Special Prosecutor (OSP) after failing to meet bail conditions related to an ongoing investigation into a controversial procurement deal.

The OSP confirmed that Paul Adom-Otchere and two other individuals—Otchere Kwame Baffour Awuah, GACL’s Group Executive for Commercial Services, and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems—are being investigated for their roles in awarding a revenue assurance contract to a private firm allegedly linked to the owner of Strategic Mobilisation Ghana Ltd (SML).

According to the OSP’s statement, the contract was reportedly sole-sourced, raising concerns about the lack of board approval and proper procurement processes.

While Mr. Adom-Otchere was granted bail, he has been unable to satisfy the conditions, which require two landed properties registered in his name. He allegedly informed investigators that he does not own any such property in Ghana, resulting in his continued detention.

The contract under scrutiny is suspected to have been awarded without the knowledge or approval of the GACL Board, bypassing statutory procurement procedures and raising questions of transparency and governance.

The case has captured national attention, partly due to Mr. Adom-Otchere’s influential public profile and previous roles in media and government commentary on accountability.

Investigations are ongoing as the OSP seeks to determine whether procurement laws were breached and if the contract’s award was legally sound.
